Montgomery County District Attorney Criminal Investigator Kim Franklin enters the Montgomery County Precinct 1 Constables race, a position historically only sought by men.

Franklin believes her law enforcement background and extensive experience make her the best candidate for the job and says she will re-define the authority of that office to produce a greater value for the community.

“As a parent and member of our community, I have the same concerns as many of the citizens I hear from. Concerns about being able to raise our families where we can send our kids to safe schools, being able to go to work in a safe environment and come home to a safe neighborhood, those are also my concerns”, Franklin said. “As your constable those concerns will be my top priorities.”

A lifelong resident of Montgomery County, Franklin was raised in the Willis area where she graduated from Willis High School in 1988.

She began her law enforcement career in 1993 and has been a dedicated public servant to the citizens of Montgomery County for nearly 23 years.

After working for the Oak Ridge North Police Department as a patrol officer for five years, she was hired by the Montgomery County Precinct 3 Constable’s Office in The Woodlands in 1998.  There she started out as a deputy constable, executing patrol duties and serving civil process.  She was later promoted to sergeant and after continued education and training, promoted to lieutenant in 2006.

As lieutenant, Franklin’s responsibilities grew to include all aspects of the constable’s office, including patrol division, civil division, criminal investigations division and administration.

She was promoted to captain in 2009 and in her 14-year tenure with the constable’s office she was able to gain unprecedented knowledge and experience that makes her unique from the other candidates in the race.

Franklin has been married for almost 20 years to her husband Melvin, who is also a licensed Texas Peace Officer and 27-year veteran of the Montgomery County Sheriff’s Department.  Together they have raised their four children Lauren, 23, 18-year-old twins Brandon and Brittney, and youngest daughter Brooke, 15, in the Willis area. The Franklin family is also a member of All Nations Worship Center in Conroe, where they have served in ministry for the last seven years.

“I have built my life and law enforcement career on being dedicated, reliable and trustworthy, with a heart to serve,” Franklin said. “I will implement value-based leadership to motivate and inspire the officers who serve our community to perform at the highest levels possible guided by standards and purpose.  I will form partnerships with other law enforcement agencies such as the Montgomery County Sheriff’s Office, to work together to fortify and strengthen our forces in the community.  Additionally I will implement proactive policing in which we work in cooperation with the citizens to help identify and resolve potential problems before they become serious issues.  A relationship between law enforcement and the community is key; we must engage the public.”

“Most importantly, integrity, honesty and strength of character are vital in making just decisions in the protection of others and I will continue to honor those qualities in all aspects of life,” Franklin said.

Along with a Bachelor’s Degree in administration of justice and more than 4,000 hours of continuous education training through TCOLE, Franklin’s list of other certifications and awards also include:

Texas Master Peace Officer Certification, Texas Certified Police Instructor, Texas Civil Process Proficiency Certification, Texas Academic Recognition Award, Defensive Tactics Training – ACES, Firearms Training, Use of Force Training, Taser & OC Certifications and, in 1996, Franklin received the Greater Houston Area 100 Club “Officer of the Year” Award.
